I have examined the accompanying Ordinance entitled-

Ordinance to provide for the Extension of the Restrictions relating to Trading with the Enemy to Persons to whom, though not resident or carrying on business in Enemy Territory, it is by reason of their Enemy Nationality or Enemy Associations expedient to extend such Restrictions,

and I am of opinion that the Ordinance is one which is not contrary to the

Governor's Instructions,
